It is also the intent of the legislature that the increased funding under (b) - (d) of this section serve as a bridge to developing a plan and identifying solutions implementing the innovative approaches and consolidation of services identified by the public school system in an effort to recalibrate individual district budget spending levels to the spending levels of fiscal year 2014."
